The East Midlands has the opportunity to become a UK leader in clean energy, low-carbon innovation and sustainable economic growth. We're looking for an ambitious Programme Manager – Green Growth to help turn that ambition into reality.

About the role

As Programme Manager, you'll lead the development and delivery of strategic green growth programmes that support the East Midlands' economic ambitions while accelerating the transition to net zero.

Working across public, private and academic sectors, you'll bring together partners, develop investment opportunities and oversee programmes that maximise the region's strengths in clean energy, innovation and advanced manufacturing.

You'll also play a key role in implementing new devolved responsibilities, securing funding and ensuring programmes deliver real economic and environmental impact.

What you'll be doing

You'll:

  • Lead the development and delivery of green growth programmes that translate strategic priorities into practical, high-impact projects.
  • Develop programmes that unlock opportunities in areas such as nuclear, fusion, hydrogen, sustainable aviation fuel and wider clean energy technologies.
  • Build strong partnerships with local authorities, businesses, government agencies, universities, energy organisations and industry stakeholders.
  • Convene strategic partnerships and collaborative networks that drive regional investment and innovation.
  • Identify and secure funding opportunities from public and private sector sources.
  • Commission and manage research, feasibility studies and projects that inform future investment and policy.
  • Deliver programmes arising from new Combined Authority powers, including emerging energy responsibilities.
  • Monitor programme performance, manage governance and ensure continuous improvement.
  • Prepare high-quality reports, briefings and presentations for senior leaders, the Mayor and the Green Growth Advisory Board.
  • Represent EMCCA at conferences, industry events and regional and national stakeholder forums.

What we're looking for

We're looking for someone who combines excellent programme management skills with a strong understanding of the opportunities created by the transition to a low-carbon economy.

Essential

  • Proven experience managing complex programmes or projects, ideally within the green economy, clean energy or a related sector.
  • Strong programme and project management skills, with experience delivering outcomes in complex, multi-stakeholder environments.
  • Knowledge of clean energy technologies and the role of green growth in driving regional economic development.
  • Experience leading strategic stakeholder engagement, building partnerships and bringing organisations together around shared objectives.
  • Excellent communication and influencing skills, with the ability to work confidently across public, private and academic sectors.
  • Experience commissioning projects or research and managing delivery within governance and value-for-money frameworks.
  • Strong financial awareness and commercial understanding.
  • A relevant degree or equivalent professional experience.
  • Evidence of continued professional development or membership of a relevant professional body.

Desirable

  • Experience working in economic growth, regional development or investment programmes.
  • Experience securing public and/or private sector funding or investment for strategic programmes.
  • Knowledge of regional energy, innovation or industrial policy.
